What makes a "workstation" any different than a typical office PC?

The term "workstation" gets thrown around a lot in many different contexts these days...so it depends on what the intended usage of the machine actually is.  A "workstation" may really be an upgraded office PC for a "power user" who needs some extra horsepower from their machine to keep up with their advanced multi-tasking and application work.  More often, a workstation is a machine targeted at someone doing sophisticated content creation...CAD/CAM, photo editing, music mixing, desktop publishing, etc.  These people need much more processing power than the typical PC can provide, and the specific requirements of their workstation will depend an awful lot on what kinds of applications they run and what tasks they need to perform on their machines.
