What makes a "gaming rig" any different than a typical PC?

A number of things...first, appreciate that nothing, absolutely nothing, stresses a computer like modern video games.  Everything gets pushed to the limit - the CPU, the video card, the RAM, the sound card, the power supply...everything.  Gaming rigs also therefore need more airflow to keep their cool...and that also includes bigger heatsinks and sophisticated cooling solutions.  Gamers also tend to like a lot of flair in their rigs - a side window is practically a requirement, along with LED lighted fans, neon tubes, etc.  Mid-range to high-end is the norm for all components in a gaming rig - dual/tri/quad-core CPUs, SLI/Crossfire capable video cards, multi-rail power supplies, so on and so forth will all be considerations.  Northrup Systems is extremely experienced in designing gaming rigs to fit practically any budget...and with virtually any features you can think of.
